Bella " a sweet pea (on a drum )".

I said Bella looks like a "tom tit on a side of beef" in this photo thus causing much hilarity. I'm unable to find the source of this saying or what it exactly means. My dad used to use it to mean being very proud of oneself ....inappropriately.
